For the Brownie Layer:

1/2 cup (1 stick) unsalted butter

1 cup granulated sugar

2 large eggs

1 teaspoon vanilla extract

1/3 cup unsweetened cocoa powder

1/2 cup all-purpose flour

1/4 teaspoon salt

1/4 teaspoon baking powder

For the Cookie Layer:

1/2 cup (1 stick) unsalted butter, softened

1/4 cup granulated sugar

1/2 cup packed brown sugar

1 large egg

1 teaspoon vanilla extract

1 1/4 cup all-purpose flour

1/2 teaspoon baking soda

1/4 teaspoon salt

3/4 cup chocolate chips (semi-sweet or milk chocolate)

Instructions
 

Preheat the Oven:

    Preheat your oven to 350°F (175°C). Grease and line a 9x13 inch baking pan with parchment paper, leaving some overhang for easy removal.

      Prepare the Brownie Layer:

        In a medium saucepan, melt the butter over medium heat. Remove from heat and stir in the sugar, eggs, and vanilla until smooth. Add cocoa, flour, salt, and baking powder; mix until just combined. Do not overmix; the batter should be thick. Pour the brownie mix into the prepared pan and spread it evenly.

          Make the Cookie Layer:

            In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the egg and vanilla, mixing until combined. In a separate bowl, whisk together flour, baking soda, and salt. Gradually add the dry ingredients to the wet mixture, stirring until just combined. Fold in the chocolate chips.

              Combine Layers:
